But i do think the answer might be better control of bullets.

Its not like the flintlock and gunpowder days when we could make our own bullets.

Limit the sale of bullets, limit the amount people can buy.

Sure allow shooting ranges, etc, to sell more for use on site, but dont allow people to accumulate bullets.

Just my though
