I would not, as a general rule, assume that everyone who might be carrying a weapon has the adequate level of confidence and training to be effective

in that situation. If you think you do, then bully for you. To propose that it is sufficient to rely on an armed citizenry to neutralize this type of threat in general is completely foolish.
