Yes, it's the Washington Monument argument. Give us more revenue or we'll close [x] popular park.

Because people will run to be taxed to keep it open even if there's zero chance the particular park/monument/program will be shuttered.

Named for a Congressional plea for funds to keep the Washington Monument open, I believe.
