One of the reasons that they have been unwilling to pay dividends is that a lot of the cash is overseas and can't be brought back without incurring a 35% tax once it reaches the US.

Some of their strategies (again all legal) push the envelope. But the fact is a lot of companies that don't use them have a lot of cash trapped overseas and can't bring it back to the US.

It's actually why Microsoft purchased Skype. They wanted to do *something* with the cash overseas.
