Sometimes they are. Count the number of cops in prison compared to the number of known gang members in prison. It ain't even in the same Universe.

The bad apple ratio is less in law enforcement though there are some. I will always side with law enforcement over a criminal first until the evidence proves it wrong.
Responses:
You continue to assume that police office and criminal are mutual exclusive.
