The appropriation is not intended to solely create the jobs. It's also intended to get work done.

We could pay people $30,000 a year to sit around, but there's no point in that (and I, for one, would take issue with the uselessness and waste). Here, jobs are getting created *and* work is getting done. Hopefully, good necessary work. If it's pointless work, then I question the appropriation.
