I don't know that it's had a broad impact on America. I think the "everyone uses Windows/Office" argument is better.

There've been plenty of industrial titans who have given away fortunes to charity - Carnegie, Getty, etc
My knowledge of tech history is shaky, but Gates probably did more than Jobs to put a PC in nearly every house in America. And Office programs changed the way we do business. If he gets in, it's on that basis.
