Here's what I don't get, one of the purposes of the bill is pork.

I'd like it to not be stupid pork, but rather meaningful projects. But the purpose is to spend money and provide jobs. Whether they're building bridges or building ATV trails it has that impact. As I said, one will better serve the community as a whole, but to complain about "pork" seems silly.
