When Amanda Prince arrived at 5am on Wednesday to take her place in line outside the Bloomington Housing Authority office, hoping to receive one of the 400 Section 8 applications being distributed that day... "I got number 299," said Prince, a 27 year-old single mother of four children who is pregnant with her fifth.
