When he was City Counsel President some people claimed all he did was gear up to be Mayor. (The Irish sleazy mayor in The Wire is him.)

When he was Mayor, some claimed all he did was gear up to be Governor.

Now, most claim the same thing about his governor run.

Aside from that, he's a little bland, but he's a good looking, intelligent speaker.
