The rules say you have to hit a handstand position during the routine. I would say that he hit a really ugly bent armed handstand position. You don't actually have to hold it on pommel horse (and in fact there is a deduction if you hold it too long). So they gave him the technical requirement points back for hitting the handstand position but kept all of the deductions for it being an ugly bent-armed unstable handstand position.
