My only thought on the tanking thing is what kind of system do you have where being the best isn't the goal for seeding?

sure, NFL teams rest stars but they don't do that when they're fighting for home field; they do it when they have nothing to gain and everything to lose via injury.

also the tanking wasn't comparable to the "let's send in the rookies" kind of tanking NFL teams do - it was more like "let's punt on 1st down". -- nm
