Only in that he can try to expand the party's fringes ala Dean in 05 for the Dems

Steele's not as right-wing'ish as the rest of the party nowadays, which if he can get them pulling to the center, could help them a ton.
But he needs to get the guys in teh Senate/House to recruit outside the red-meat party line.
Like Schumer and Rahm did in 06 with their pro-gun, anti-abortion Democrats that helped carry a lot of non-traditional seats.
