Using the Wayne family's gift to Gotham to destroy it was also done in Batman Begins. The subway system, the power and utilities all hubbed in Wayne Tower that was built by Bruce's father, which was the means for Ras al Ghul's plan to destroy Gotham.

So, Ras planned to do with Wayne Sr's legacy, was the same thing as his daughter planned to do with Bruce's legacy to Gotham.

Using what might have been Bruce's biggest gift to the world to be what destroys Gotham has some merit to it.
