I think the woman was just nuts and wanted more kids, a variation of Munchousens. As for the financial costs, Kaiser was one of the first HMO style..

hospital/insurance orgs, you pay your fee and co-pays and you get medical care, if she was a member there wouldn't much additional expense to her, its the members of the system that share the cost. AND I suspect the public will be on the hook for some as she is a single mom who can't work, or would cost the state a 100k while they made her work a minimum wage job
