International law isn't really about what's right and wrong - it's about what countries can do, and what they can get away with.

America could get away with violating Pakistan's sovereignty because it had a reason for doing so that it could justify to the international community and because it gives Pakistan billions a year in aid and for its support in the war in Afghanistan.

America also accepted the risk that there would be later reprisals (against, say, US forces in the region) as a result of its actions.
