It's a meaningful distinction though. It's a cut in pay rates to providers, it's not a cut in services. It reduces spending on medicare, but it's

coming out of the providers share, not the services available to those who receive medicare. That's not a semantic distinction. Republicans are claiming it's cutting services. It's clearly not.
