It would be a key distinction if her point was that there's more to the cut than meets the eye.

She outright accuses him of lying. $716 billion would be cut from Medicare. The distinction she raised is correct about how it's cut, but that's not a savings. It also doesn't prove that what he said was patently untrue.

This is typical fuzzy truth for political ads. I'm not sure why she's chosen this particular thing to get indignant about. There are outright lies used in polical ads. This is not one of them.
