There was a thing about a state with 1 provider and a new law that would probably force it to close

IIRC, in the context of the storyt, each state had at least 1 provider and if this state succeeded in closing its only provider, it would be the first state with no provider at all.
Last I heard, a state judge delayed the implementation of the law.
