That was true with stock cars though

Before anyone even tuned them.
It isn't modding, it's just a way to make the car tuning in game easier to use. Heck we can all sell our tunes to each other for cheap (granted you would also need the same car and upgrades though, I think)
We need to use the limiting functions of the custom races more, like max hp, etc
