Upgrade and set the tuning settings on the car in your garage, save the tuning setup, then go to My Tuning Setups to upload it to the server. Set it to Share, unlimited.

Players who buy that tuning setup will be able to load it, but they won't be able to change anything about the setup ("locked") or build without removing the entire setup to return the car to stock setup. If you load it and buy the parts, you keep ownership of those parts even after removing a tuning setup or installing another one.

and actually I think you don't need to upload it to the storefront - I think you can gift tuning setups to friends directly. -- nm - Max Aug 22, 14:40
