There's a key difference there.

Betting on games is a ban because it could lead to players throwing games. People cheating are doing it so that they can play better, which increases their chances of winning games.
Though the other issue is that bookies could pressure in debt gamblers to throw games, and PED providers could blackmail them into doing the same thing.
I'm down for a three strikes policy. Half a season, full season, lifetime bans. Without pay, and any ban keeps you off the playoff roster for any season during which you are banned, and the resulting pay.
