Quick and dirty --- Up till July 31st, you can trade anyone.

From August 1 - Auguest 31st, all players need to pass through waivers to be traded freely.
So you'll put just about everyone on your team on waivers just to get them pre-qualified to be traded for an extra month.
If a team claims someone; they can either be stuck with them (how Vernon Wells went to Chicago 2 years ago), the claiming team can work out a trade (what might happen here with Gonzalez) or they can't work out a trade/never desired to actually trade and the team pulls the player back. But then that player can't be traded this season.
