When you voted on a sitch to 12 teams max, how did the guy who took RG3 vote?

If he voted against he should have been forced to take pick 3. And he might have still gotten his guy.

He voted to make it a 12 team league. Also, it was also determined that since the vote failed, because it was a tie, it should have gone to a vote
