He voted to make it a 12 team league. Also, it was also determined that since the vote failed, because it was a tie, it should have gone to a vote

Between the two league presidents and the commissioner, and would have passed 2-1.
Yeah, for a league that's been in existence for 20+ years this was a huge clusterfuck of an off-season.
