On electoral votes, California about 18 times as much as Alaksa.

But you can look at it another way - Alaska has 200K voters per elector, while California has 600K voters per elector. So an Alaskan vote is worth three times as much as a Californian vote.
Neither way of saying it sounds especially fair, but they strike a balance between one person-one vote, and one state-one vote.
