That would be really quick to set up, if I understand it correctly.

Randomize the teams, teams pick their division in that order. Then they just name their team since teams can't pick other teams potential picks. Just set it up for an offline draft.
I think the one restriction should be that you always need to have 2 players from each team in your division.
