I don't see the situation in the same light. That portion is reserved for the most dangerous of the crazed Daleks. The rest of them had survived the Doctor. She was a special instance, which is why she had her own room. The Daleks could not strip away her humanity and that's why she was the most dangerous being in the asylum.
