Potentially, though NY *State* averages 72K a year, so by the same rule, you would expect NYC to usurp Chicago -- (link)

Maybe, oddly, I think NY is more than NYC (Buffalo et al) whereas I'd have hard--pressed to think of much beyong Chicago in Ill. -- nm
