They'll say it is the problem of the sewer company. The sewer company will say the lines to the house are your problem.
I hate to give you the bad news but we are in the same boat. Ours isn't as bad (we've just needed it cleaned twice in the last six years) but we can tell in the yard that it had been done at least once before.
