They clearly did which is why the games were so much longer last weekend.

The problem is that in situations such as the end of the half and the end of the game, there is so much going on that human error all but guarantees some stuff will get missed. Jeff Fisher was on the rules committee so many years that he knows them better than Mike Pereira. He tried telling people that he was getting jobbed on the clocked but people thought it was a coach lobbying for a call. The Oakland situation was arcane but the special teams coach knew. The fake refs simply wouldn't listen to him.
