Apparently it was at a secluded private house in France. She was sunbathing on the top of the terrace. She was not looking for attention.

The photographer used a telescopic lens by the sounds of it.
Thats creepy. If it had been a regular woman, the pic would never have been taken or someone would be sued for invasion of privacy.
