47% of households in the US do not pay federal incomes taxes.

Not all of those households necessarily have income, but most do. And folks do pay other taxes including social security and medicaid (if they work), sales tax and potentially state income tax and/or property tax, so they are not paying zero taxes. But they are paying zero federal income taxes.
