They sampled 1/5 of the registered voter and, out of that, found 54 noncitizens out of a 963 sample that voted. Extrapolating that 54 evenly to the 4000 noncitizens discovered (within the on-fifth population) you get 224.3 possible votes Expanding that to the entire registered population, you a get potential 1121.5 people that voted as noncitizens.
Which represents .015% of the registered voters in the state.
If the law runs the risk of disenfranchising more than .015% of the registered voters, then it's a damnd bad law.
