Virtually every one of those states is republican controlled. And why will it prevent those people from voting? Several reasons. Cost. Effort.

Knowledge (just making the people who need to get ID's understand that they have to go do it). The Obama campaign is making a huge push in affected areas to try and educate people and help them get their ID's. But it is a huge effort for absolutely no reason. It a solution for a problem that doesn't exist.
