I just think it is a matter of being difficult to play defense as a sitting president, because you have actual policy and decisions to attack.

For Romney, as a candidate, it's a much easier position to play from. He can talk in hypotheticals and just make things up without any real substance or fact based on decisions. Sure he can talk about Mass., but that's a different game.
