Actually I think it would be more accurate to say that she refused to extend the US security forces that had been there, despite the requests of those

And her quote that they had the right amount of security personnel on site belies the...lie that budget cuts had anything to do with how much security was there.
And this link claims that while there were cuts to Worldwide Security Protection and Embassy Security, Construction and Maintenance those cuts were also, mostly, made up for in additional funding from Overseas Contingency Operations.
Still not seeing where there's "plenty of blame to go around..."
