Doesn't do much good if you don't have a system already set up make the stuff.

Especially when things have devolved into anarchy. Yeah, if you told us that in 5 years we'd no longer be able to use electricity we'd probably be able to manage. But that's not the scenario here. This was a complete surprise to them. Society falls apart pretty quick in those situations. Once you have opposing forces fighting for the existing tech that still works you can't focus on building more of it.
