The gas tax is NOT representative of your personal impact on the maintenance. The only way to make it this way would be for everyone to drive cars with the same gas mileage.

Your Hybrid gets 3X better gas mileage than me. Why should that allow you to drive 3X as many miles at the same cost, creating 3X more wear to the road?
