the only other option would be to drastically increase the gas tax to actually be able to cover the costs of system maintenance and expansion.

which would also be a new tax on top of the old tax.
I would personally not be entirely opposed to that as it would encourage use of more fuel efficient vehicles, thus helping to conserve energy.
