In the form of rebates when you purchase one, etc.
The gas tax SHOULD go entirely and be replaced with a Transportation bill in the mail, just like any other utility bill. Drive on local roads with very little traffic or at non-peak times in the day? Your bill will be low. Drive on the interstates in rush hour? Your bill will be high.
