I disagree, actually. you can bury a $300 fine (I needed more books, I needed art supplies) but burying $1000 fine in a semester's expenses would be

tough. once the first few students get fined, word will spread. we'll see less arrests, I do think.
and if not, we see more money. maybe we can finally get a streetlight in the 500 block of east foster.
maybe? maybe!??!
