5% cut in discretionary spending sounds so small and easy, until you +10% to the military amounts to a -28% to the non-security programs.

$851 billion DoD and all other depts spending request
$525.4 billion DoD's Base Budget request

$410 billion non-security budget request

$63.5 billion 5% total cut
$52.5 billion 10% DoD BB increase

$116 billion which is 28.3% of the non-security budget.
Yeah I can see the Democrats going for that, their sacred cow is gutted while the Republicans becomes the fatted cow.

The last time I ran the numbers I think I used 2011 budget numbers and IIRC that came in at 27%. So this is pretty much ballpark using next years proposed budget.
