Nah. For example, Mubarak won elections with 6 million votes, in a country of 80 million people.

Ahmedinejad won with 62% of the vote, in a country where democracy is a sham.

China doesn't have direct elections above the local level. Neither does Saudi Arabia

Australia has compulsory voting, but you wouldn't call that a non-democracy.
