Franchot is basically saying not one dollar more is going to education.

the plan is simple. Whatever is gathered from this would replace money that's already budgeted...so that money could be used for other purposes.

People think that if you have $500mil, and new money is going to education, that it'll be $600mil. They don't understand that that $500mil is not mandated to remain in education.
