Not sure, but there are a few ways they can do it.

1. All electronic voting. That's how early voting worked in Chicago. You could vote at any of 50 locations and they just told the e-voting machine which ballot to show for you.
2. Print-on-demand ballots. This is how it worked at early voting for my parents in Florida in 2010.
3. Have 207 different ballots printed in stacks at every location. (I hope they are using #1 or #2)
