Your hulu example is correct for them but breaks down for this.

It's a passive service vs an active one.

Since the purpose of the service is to teach someone something, a state that subscribes to the (relatively new) market based sourcing would say that the content is aimed at their state and they have the right to tax it.

Since they don't have a physical presence, that's a better set of facts but there are several states that have just basically said that they'll ignore Quill for any non-sales taxes until the Supremes tell them they have to follow it again.
