If there is revenue increase from the top brackets I really don't think it matters what the source is. It would allow both sides to save face.

Maybe it's just me, but I don't care about form as opposed to substance. To make compromises you need to allow both sides to save face. It needs to be less about winning points and more about moving the ball forward.
