My back-of-a-napkin idea is for unions to move from being representatives for another company's employees and instead become a Guild

that employs the works and contracts them out to other businesses.

The Guild would be responsible for negotiating contracts, disciplining members, maintaining high skill training, etc.

Employers could negotiate contracts with other Guilds if the current Guild's employees are lacking.
