I don't think so. It fits in more with the entitlement/taking losing hard narrative. It's disappointing too, because...

he should really have a closer look at where those "gifts" go.
The richest 20% of Americans receive 10% of the value of entitlements. The poorest 20% receive 30%.
And those are only the payments from government. The wealthiest 20% get 60% of the total value of tax preferences. The poorest 20% get only 3%.
So for example, the US government "spends" four times as much on mortgage interest reductions for the richest 20% of Americans as they do on public housing.
